Personal insurance in Greece: what you need and what you can choose

Short answer

Personal insurance in Greece covers your car or motorbike, your home, your health, your life, your travel and your boat. Only part of it is compulsory: third-party cover for vehicles on Greek plates and wildfire-and-flood cover for every vehicle kept in Greece, third-party cover for e-scooters, and liability cover for many boats and for homes let short-term. The rest is your choice, although some residence permits and visas require health or travel medical cover.

  • Car and motorbike: third-party cover from the day of Greek registration, even when parked, unless officially immobilised
  • Wildfire and flood for vehicles: compulsory since 1 June 2025, even for an officially immobilised vehicle; no fine, but no state disaster aid without it
  • E-scooters: third-party cover compulsory since 24 July 2026, at least €50,000
  • Boats: liability cover compulsory for pleasure boats over 7 metres and for speedboats
  • Short-term rentals: liability cover compulsory since 1 October 2025
  • Permits and visas: private health cover for holders of permits without access to the labour market, such as the Golden Visa; dependent family members of someone with that access are insured in the public system instead; at least €30,000 of travel medical cover for a Schengen visa

The legal minimum

Which insurance is compulsory in Greece?

For individuals, Greek law requires insurance in a handful of cases. Everything else is optional, and we explain what each option adds.

CoverCompulsory?What the rule says
Car and motorbike: third-party liabilityYesFor every vehicle normally kept in Greece, from the day it receives Greek registration and plates, whether it is driven or not, unless it has been officially immobilised (ακινησία). The fine for an uninsured vehicle is €500 for a car and €250 for a motorbike.
Car and motorbike: wildfire and floodYes, since 1 June 2025For every vehicle normally kept in Greece, even when it is officially immobilised. Wildfire and flood only, not earthquake. There is no fine, but without this cover you cannot receive state disaster aid for the vehicle.
E-scooters and other personal light electric vehiclesYes, since 24 July 2026The owner or keeper needs third-party cover of at least €50,000 per incident and per year. The fine for an uninsured e-scooter is €250.
BoatsYes, for many craftPleasure boats over 7 metres and speedboats, for example a boat with an outboard engine over 25 hp. An uninsured boat costs the owner €150 per metre, and it may not sail until the certificate is shown.
Homes let short-term (Airbnb and similar)Yes, since 1 October 2025Liability cover taken out by the owner. Inspectors can fine the property manager €5,000.
Your own homeNot by law for a private homeA mortgage lender may require it. Insuring the home against earthquake, fire and flood together can reduce your ENFIA property tax, if the conditions are met.
HealthDepends on your statusIf you work in Greece with access to the labour market, you are insured with your social insurance fund like Greek nationals, and your dependent family members are insured in the public system too. Otherwise, if you are a non-EU resident without access to the labour market, such as a Golden Visa holder, you need private health insurance unless a foreign provider already covers you in Greece.
TravelFor some visasA Schengen short-stay visa needs travel medical insurance of at least €30,000, covering emergency medical care, hospital treatment and repatriation for the whole stay.
LifeNoYour choice. A lender may ask for it with a mortgage.

Public healthcare: since 1 November 2025, uninsured legal residents need an active AMKA to use public health facilities without paying for their care. An AMKA on its own is not health insurance.

Compulsory cover is a minimum

Third-party cover pays other people for the harm you cause. It does not repair your own car, boat or home, and it does not pay for your own injuries.

Frequently asked questions

What insurance is compulsory in Greece?

For individuals, the main legal duties are third-party cover for every car and motorbike on Greek plates, unless it is officially immobilised; wildfire-and-flood cover for every vehicle normally kept in Greece, even when immobilised; third-party cover for e-scooters since 24 July 2026; liability cover for many boats, including pleasure boats over 7 metres and speedboats; and liability cover for homes let short-term since 1 October 2025. Home, life and private health insurance are otherwise your choice, although some residence permits and visas require health or travel medical cover.

Can foreigners buy insurance in Greece?

Yes. What you need depends on what you insure and on your situation, not on your nationality: a car on Greek plates, for example, needs third-party cover whoever owns it. Each insurer asks for its own documents, such as a passport, a residence permit or a Greek tax number (AFM), and we tell you in advance which apply to you.

Do I need a Greek tax number (AFM) to get insurance?

Not to ask for a quote. Whether an insurer can issue a policy without an AFM depends on the insurer and the type of cover, so tell us if you do not have one yet and we will tell you what applies.

Is the European Health Insurance Card enough for a trip to Greece?

The EHIC gives you treatment that cannot wait until you get home, from the public system, with the same rights as people insured in Greece. It does not cover private healthcare, or rescue and repatriation, so travel insurance fills that gap.

Do I need private health insurance for a residence permit in Greece?

If your permit does not give you access to the labour market, as with the Golden Visa or the financially independent person permit, and you are not the dependent family member of someone who has that access, Greek law expects private health insurance, unless a foreign provider already covers you in Greece. The policy must meet set minimum covers, which our guide to health insurance for a residence permit explains.

Does home insurance in Greece cover earthquakes?

Not always: earthquake is often an optional extra with its own excess, so check the policy. Insuring a home against earthquake, fire and flood together can also lower your ENFIA property tax by 20%, or by 10% for a home with a taxable value above €500,000, if the conditions are met.

How much does insurance cost in Greece?

It depends on what you insure and on your situation, so a general figure would not tell you what you will pay. Send us your details and we reply within 24 hours on working days with proposals from the insurers we work with, side by side, or with any detail we still need.

Do I pay you a fee?

You pay us no separate fee: our commission is already included in the premium.
