Business insurance
Liability, premises, cyber, staff, construction and transport cover for businesses in Greece. We ask the insurers we work with for proposals and explain them side by side.
Short answer
Most business insurance in Greece is your choice, but some covers are compulsory. Since 1 June 2025, a business with gross revenue above €500,000 in the previous tax year must insure its owned buildings, equipment, stock and trucks or professional vehicles against earthquake, flood and wildfire, for at least 70% of their value (Law 5116/2024, art. 5). Every vehicle needs third-party cover, every short-term rental needs liability cover, and so do pleasure boats over 7 m and speedboats. Public and professional liability, cyber and staff cover are not required by a general law, but the rules of your profession, a lease, a client or a tender may ask for them.
| Question | Answer |
|---|---|
| Who must insure against natural disasters? | Businesses with gross revenue above €500,000 in the previous tax year |
| Which risks, and how much? | Earthquake, flood and wildfire, for at least 70% of the value of the insured assets |
| Fine | €10,000, doubled if the business has not insured within 30 days of notification |
| Other compulsory covers | Third-party cover for every vehicle; liability for short-term rentals and for boats over 7 m or speedboats |
| Everything else | Your choice: we ask the insurers we work with for proposals and explain them side by side |
The legal minimum
Most business insurance is a commercial decision. These covers are required by law:
| Cover | Who must have it | Law | Without it |
|---|---|---|---|
| Earthquake, flood and wildfire | Businesses with gross revenue above €500,000 in the previous tax year, for owned buildings, equipment, raw materials, goods, stock and trucks or professional vehicles (at least 70% of their total value) | Law 5116/2024, art. 5 | €10,000 fine, doubled after 30 days; no state aid for these assets |
| Motor third-party liability | Every company car, van, truck and motorbike in circulation, even when parked, unless it is officially laid up | Presidential Decree 237/1986 | €500 fine (€250 for a motorbike, €1,000 for a public-use bus or truck), and the police remove the driving licence, registration and plates |
| Wildfire and flood cover for vehicles | Every motor vehicle normally kept in Greece, since 1 June 2025 | Law 5116/2024, art. 5A | No fine, but no state aid for the vehicle |
| Civil liability for short-term rentals | Every property let short-term, since 1 October 2025; the owner takes out the policy | Law 5170/2025, art. 3 | €5,000 fine on the property manager, doubled for a repeat within a year |
| Boat liability | Pleasure craft over 7 m, professional day-tour boats, speedboats, water taxis and rented motor boats | Law 4926/2022, arts 17 and 74 | €150 per metre of length for the owner, and the boat may not sail until insured |
| Public, professional and product liability, cyber, staff, construction and cargo cover | No general legal duty, but the rules of your profession, a licence, a lease, a client contract or a tender may require it | Rules of your profession; your contracts | Depends on the rule or the contract |
Not sure which rules apply to you? Describe your business in our business quote form and we will tell you what is compulsory and what is worth considering.
Public and professional liability
If a customer is injured on your premises, a product you sold causes harm or a client says your advice cost them money, liability cover can pay for your defence and for the compensation you owe, up to the policy limits.
Premises and property
For the buildings you own, and for the fit-out, equipment and stock in premises you rent: offices, shops, warehouses, workshops and hotels. Business interruption cover pays for lost income and running costs while an insured loss keeps you closed. Above €500,000 revenue, earthquake, flood and wildfire cover is compulsory.

The law since 1 June 2025
Since 1 June 2025, a business with gross revenue above €500,000 in the previous tax year must insure its owned buildings, equipment, raw materials, goods, stock and trucks or professional vehicles against earthquake, flood and wildfire, for at least 70% of their total value (Law 5116/2024, art. 5).
| Point | Rule |
|---|---|
| Who | Businesses with annual gross revenue above €500,000 in the previous tax year. The test is revenue: the law says nothing about the nationality or residence of the owners. |
| Risks | Earthquake, flood and wildfire |
| Assets | Owned buildings and installations, equipment, raw materials, goods, stock, and trucks or professional vehicles |
| Minimum cover | At least 70% of the value of all these assets together |
| Since | 1 June 2025. From 1 January 2025 the rule applied only to businesses above €2 million; Law 5162/2024 lowered the threshold to €500,000. |
| Fine | €10,000, imposed by the Interagency Market Control Unit (ΔΙ.Μ.Ε.Α.). It doubles if the business has not insured within 30 days of notification. |
| State aid | Obliged businesses get no state aid for damage to these assets, housing assistance included. Law 5329/2026 (art. 35) sets which tax year’s revenue counts when a disaster happens before that year’s income tax return is due. |
Joint ministerial decision 96806 ΕΞ 2025 (ΦΕΚ Β' 2810/05.06.2025) leaves out some bodies and assets, such as public-sector bodies, new businesses without published financial statements, crops and livestock. A business refused by two different insurers is exempt for two years, and silence for 30 days counts as a refusal. As we read the law, a business that rents its premises insures its own equipment, stock and vehicles. Trucks and professional vehicles insured under this rule at 100% of their current market value are also exempt from the separate wildfire and flood duty for vehicles (decision 94798 ΕΞ 2025).

Cyber insurance
Ransomware, a phishing email or a stolen laptop can stop sales and expose customer data. Cyber insurance pays for expert help to respond and recover, and for claims from people whose data was affected.
Group cover for staff
A group policy covers your employees under one contract that you arrange as the employer. It adds to the public social security system and helps you attract and keep good people.
Construction projects
For contractors, developers and owners who build. Contract works cover protects the project while it is built or installed, and liability cover protects you against claims from neighbours and passers-by.
Transport and logistics
For hauliers, couriers, importers, exporters and warehouse operators: cover for the goods you send or carry, for your liability as a carrier and for the vehicles that do the work.
Rentals and hospitality
Hotels, holiday lets, restaurants and bars face guests, staff, pools, kitchens and a building full of equipment every day. Liability cover has been compulsory for every short-term rental since 1 October 2025.

They must insure their owned buildings, equipment, raw materials, goods, stock and trucks or professional vehicles for at least 70% of the total value of these assets. Our guide to mandatory natural disaster insurance for businesses has the details.
€10,000, imposed by the Interagency Market Control Unit (ΔΙ.Μ.Ε.Α.). If the business has not insured within 30 days of notification, the fine doubles. Obliged businesses also lose state aid for damage to these assets, housing assistance included.
The law sets a revenue test and says nothing about the nationality or residence of the owners, so a business in Greece with gross revenue above €500,000 must insure, whoever owns it. If your group already insures its Greek assets under a policy issued abroad, ask us to check it against the Greek rule.
Insurers operating legally in Greece must answer a request within 30 days, and silence counts as a refusal. A business refused by at least two different insurers is exempt from the obligation for two years. Keep the requests and the answers in writing.
Public liability covers injury or damage you cause to other people or their property, for example a customer who falls in your shop. Professional liability, also called errors and omissions, covers financial loss a client suffers because of a mistake in your advice or service. Many businesses need both.
No law requires it, but a small business depends on email, card payments and customer data as much as a large one. Cyber insurance pays for expert help after an attack or a data breach, for restoring systems and data, and for claims from people whose data was affected, up to the policy limits.
